I found the position online. I networked like crazy to find the name of the hiring manager. Then I networked my way to find the HR manager for the project. I basically asked for an HR phone screen. Then after many many weeks of personal follow-ups on my part I got a face-to-face meeting with hiring manager. A LOT of personal persistence paid off.
