How do you convince two or three institutions to agree upon a policy reform, that is not their priority?

Entretien
It was an efficient and fair interview with a few people. The questions were thorough, assessing the various skills and aptitudes for the position. Everyone was friendly and professional. It was probably one of the less stressful interviews I've had.
