This is close to 10 years ago, and I know things are a lot more complicated now. Firstly by the hiring manager in person, and secondly by his boss. No HR involvement which is good because the HR is very useless and hopeless there.

Prior experience, and situational questions. They admitted that they do not have in-house expertise, which was rather surprising considering the size of the organization.
