I applied to the position on USA jobs. After about a month I got notified of a phone screening. This consisted of me demonstrating any knowledge I possessed on contracting principles. Afterwards I was able to ask a few questions.
About a month later I got an in person interview in Washington, DC. The interview consisted of a panel of 3 gentlemen who each took turns asking questions about my past experiences. Not surprisingly, most of the questions revolved around my direct experiences with contracts, regulations, and communication skills. They were straightforward and asked follow up questions for clarification. Afterwards, the floor was to any questions I had. I asked several including what they thought about working for government. I then got the offer 2 months later.

I applied online through USA Jobs, then had a preliminary phone interview, then a structured in-person panel interview. They asked pretty standard questions which were all relevant to this particular position. All three of the gentlemen I interviewed with were very nice and receptive to my anecdotes. They made it very clear what information they were attempting to elicit.
