It is always Phone Interview first, then they will schedule either a panel. The hiring managers are a tandem, it is not only one. The hiring managers will recommend to the VP the ones they feel strongly, it will be the VP that will ultimately say yes or no.

After phone interview with recruiter and DOS, candidate is flown in to Las Vegas
Meet and greet with Las Vegas team - admin and others
Interview with DOS and VP
