Vin-----resistor----Vout----capacitor----Gnd. At a high frequency the capacitor acts as a short meaning Vout is close to Gnd voltage. At a low frequency or close to DC the capacitor acts as an open circuit meaning all of the voltage drop is occurring at Vout.
