Management need to design a process where there is no specific process followed. One person needs to work for multiple teams & projects and no one knows who your actual boss is. You work under one person and some other takes your review. At the end no coordination amongst team members and you get bashed for missing out on their work. Team members as well as the frontline resources need to be told their roles and responsibilities.
