When stability isn't assured and management have disinvested in staff, you can count on morale to be low, so low that if you stick it out, you can gain a promotion when people around you are rapidly gathering the sense to quit.

This is a failed institution that began with the best intentions but through desperation for financial stability, management began to prioritize quantitative results over a quality of service. The shelter doesn't treat people with dignity or respect, it's simply one of the only shelters that San Jose has to invest in and we're stuck with it now that we've gone through zoning hell. 'Little Torture' shall remain. The best services this agency provides are those that come from outside agencies. Lets not forget the bedbugs! Where have you ever heard of a CEO, CFO, Project Director, and a handful of staff leave one agency within 4 months. I seriously felt like I had Stockholm Syndrome at this place and the grass is so much greener on the other side.
